Are EIA reports (PEIA and DEIA) on the website full reports or just Executive Summary? many of the reports have only executive summary. It is not possible to evaluate the reports without reading the full EIA report.
There are 2 PEIA reports where full reports are provided. The quality fo the baseline studies need lots of improvement. Also no raw data of the macrobenthos were given that make it impossible to evaluate the quality assurance and quality control for the field sampling as well as sorting and identifiacation of the specimens. Without the raw data which are required to be included in the report as appendix were not in the report. The baseline study is very important and if it is not properly carried out, the description of the biological enviornment at the drill site could be very miss leading.
Furthermore, the consultants on the list did not seem to have consultants who were experts in Phytoplaankons, Zooplanktons and macrobenthos. wandered how these were done. We need to be sure that consultants are competent to cary out the specialised studies for the baseline in the developing site.
Appreciate your feedback.
Thank you

Dear Dr Leong,
Thank you very much for your comment. For your information we only started uploading the full EIA (PEIA and DEIA) reports on the 21 September 2012 . Before that date, only Executive Summary were uploaded. We have also informed our EIA officers to ensure that reports are uploaded in full. Unfortunately, sometimes, uploading may take time as most reports are huge.
However, the full DEIA and PEIA are also available in our library in DOE. For detailed EIA, the locations for display are also mentioned in the newspaper advertisement.
For the 2 reports that you have mentioned (and other reports), we encouraged you to submit specific comments on the report (with name of reports and then shortcomings) , therefore we could check and take further action if necessary; such as rejection of the report or disciplinary action on the consultant.
Best regards,
